As you know, there has been a HUGE push towards sustainable and eco-friendly packaging when it comes to cosmetics and personal care products. Many brands are starting to use more innovative ways to offer reusable packaging or refills to minimize plastic waste. Which is awesome! Unfortunately, there is still a ton of greenwashing and many brands don’t necessarily use clean or non-toxic ingredients. So this post will cover brands that are both refillable and *truly* low tox with no questionable ingredients!

Refillable Clean Beauty Brands 💄
Alima Pure
Cruelty-free (most are vegan) • Gluten free • No nanoparticles
Alima Pure is a natural cosmetics brand from Portland, Oregon. Not all of their products are refillable, but the pressed foundation, cream concealer, cream blush, cream highlighter, and pressed eyeshadows are! You initially buy the full compacts then can get single refills as necessary. They are a Certified B Corp, 1% for the Planet Member, and have been carbon neutral since 2008. They also participate in a Green Source Renewable Power Program which derives power from 100% renewable sources.

Elate Beauty
Cruelty-free (Leaping Bunny Certified) • Vegan • Gluten free
Elate is an amazing cosmetics brand from Canada that started in 2014! They’re a Certified B Corp that strives for ethical and fair sourcing. They make FSC-certified bamboo compacts and you can build your own customizable capsules that snap in magnetically. So cool! Being able to choose your own specific collection is more purposeful and creates less waste in the long run too.
Their refillable products that fit in the palettes include: cream concealer, pressed powder foundation (I love this one! has a semi-matte finish), blush balm, blush powder, matte setting powder, powder eyeshadow (so good), and brow balm. The refills arrive in compostable Bagasse (sugar cane fiber) material.
There are various compact sizes depending on how many items you want. I also appreciate that you can get Perfectly Imperfect compacts that have minor flaws but come at a reduced price!
But wait…Elate even has a REFILLABLE MASCARA! It’s pretty rare to find those. You initially buy the wand and glass tube together, but you can reuse the wand and just order a refill tube when you’re out. Genius!

Kjaer Weis
Cruelty-free (some are vegan) • Gluten free
Kjaer Weis is a luxury beauty brand founded by Danish makeup artist Kirsten Kjaer Weis in 2010. She grew up on a farm and understood the importance of organic from the beginning, so the plants in their formulas are at least 95% organic, and the ingredients in total are always at least 20% organic!
Plus, over 90% of their products are refillable and they’re always researching ways to improve. The refills are made of recyclable tin and come in recycled cardboard pulp paper. You can either get “Iconic Edition” compacts (made from long-lasting zamac, an alloy of metals) or “Red Edition” compacts (compostable paper, slightly cheaper too) to house the refills.
The refillable items include: mascara, cream blush, setting powder, cream eyeshadow, powder eyeshadow, brow gel, bronzer powder, powder highlighter, cream highlighter, cream foundation, lipstick, lip gloss, lip balm, lip tint, and concealer. You can also get duos and palettes!

PiperBlue Organic Makeup
Cruelty-free • Vegan • Gluten free • No nanoparticles
If you’re familiar with Seint makeup, this is a better swap with a similar concept! PiperBlue was born after Jamie, the founder, fully recovered from Stage lV chronic kidney disease and found that even “natural” makeup had questionable ingredients. The idea is that you have all of your makeup in one palette, apply it all at once, and then blend together for a quick 5-minute look. Very convenient!
Everything is handcrafted and blended in the USA with pure, organic, or wildcrafted ingredients. You purchase individual color singles that fit within a compact and refill as needed. They have blush/lip cream, bronzer, color corrector, contour, and foundation singles.
The creams are moisturizing but feel lightweight on skin, and they blend easily. I find that the foundation is adjustable light to medium coverage and has a natural, semi-dewy finish!

RMS Beauty
Cruelty-free (some are vegan) • Gluten free • Non-GMO
RMS is a pioneer in the clean beauty movement and was founded by master makeup artist Rose-Marie Swift in 2009. They recently began incorporating refills with some of their products including the primer, liquid foundation, luminizer, and blush powder. The blush and luminizer snap into a reusable mirror compact, while the primer and foundation come with inner cartridges that can be replaced. I hope they expand to make the rest of their makeup refillable as well!
I personally loveeeeeee the ReDimension Hydra Blushes—they’re gorgeous! ✨ It’s a buttery powder that applies quite soft and you can build it up for more intensity. The finish is silky smooth and luminous; it has some shimmer to it but isn’t glittery.

Sappho New Paradigm

Sappho is a Canadian brand founded by a pro makeup artist, JoAnn Fowler, in 2008. They’re transparent and go above and beyond to ensure safety and ethical sourcing. For example, they test all of their makeup for PFAS (aka, forever chemicals) and are always reformulating to improve their findings. The mica supplier is part of the Responsible Mica Initiative and is verified child-labor-free (it’s a notorious industry, unfortunately). In addition, Sappho uses non-irradiated, non-nano, and low photosensitivity minerals that have a low heavy metal content. Truly impeccable quality! 👏
Currently, Sappho’s refillable products include eyeshadow powder, blush powder, pressed foundation powder, and mascara. You can purchase paper compacts which are magnetic and then the refills are recyclable metal pans that arrive in plastic-free, non-laminated envelopes.

Refillable Organic Skincare, Hair, & Body Brands 🧴
Activist Skincare

Activist Skincare is an artisanal line that is lovingly handcrafted in small batches in Southern California. They’re a 1% for the Planet Member with a huge focus on sustainability. The meaning behind the name is a blend of active ingredients + advocating for change.
Activist has multiple cleansers, serums, facial oil, toner, and a mineral sunscreen stick. They have big refill pouches available for all of the products which is so cool! So you first buy the product in its glass bottle that comes with pumps/caps, and just reuse those over and over again. The pouches are also discounted by 10%!

Earth Harbor Skincare

Earth Harbor was started by a toxicologist and herbalist, Ali Perry-Hatch, in 2019. After a nearly fatal car accident and also discovering she was pregnant, she knew she needed to commit to a low-tox lifestyle. The business is located in Saint Simons Island, Georgia and also has a studio in Utah where everything is crafted in small batches by artisans.
Earth Harbor avoids over 2,700+ ingredients and many of the ingredients are certified organic. They’re a 1% for the Planet member and have amazing sustainability efforts and initiatives in place. Some of the items are a bit more spendy, but most are in the low-to-mid twenty-dollar range!
They offer a wide variety of skin and body care: cleansers, toner, serums, SPF, facial oils, moisturizers, hair spray, and masks. I really like their Tidal Rose Toner, Sunshine Dew Cleansing Oil, and Glow Juice Enzyme Mask!
You can purchase refills of all the products which are plastic-free and sealed with aluminum tops, then reuse the tops. They claim that this has a lower ecological footprint compared to refill pouches! They also have a Be Plastic-Free Dispenser you can buy if you want to completely avoid the regular product toppers. Neat!

Madame Lemy Aluminum-Free Powder Deodorants

Madame Lemy is the most chic and classy deodorant ever; you apply it with a powder puff and it doubles as a body powder or dry shampoo! I was very skeptical, but it works, and is particularly nice for reapplying mid-day to soak up excess sweat. The primary ingredient is Himalayan salt which naturally keeps odor and bacteria at bay and there are formulas with or without baking soda.
It comes in lots of nice scents such as rose, lavender, lime, and lemon. The deodorant is in a paper box and you can order refill pouches as needed!
Note: I probably wouldn’t suggest these if it’s your first time switching to natural deodorant or are extra smelly. But they’re great if you’ve already detoxed!

Meow Meow Tweet was created in 2009 by Jeff Kurosaki and Tara Pelletier. The name comes from the founders’ pet cats and bird! They have awesome standards and really pristine ingredients (the majority are certified organic). Not only that, but they put a big focus on sustainability. Some efforts include: no palm oil, fair trade ingredients, compostable deodorant tubes, and aluminum/glass bottles.
They have a refill program where you can purchase bulk sizes and refill your smaller containers. They take back the empty bulk packaging, sterilize it, and reuse it! Additionally, Meow Meow Tweet partners with refill shops around the country.
Their refillable/bulk aisle includes: deodorant creams (I’ve loved these for years—they work!), face oils, cleansers, toner, face cream, hand & body washes, body lotion, and body oil.

Plaine Products was founded by two sisters, Lindsey and Alison Delaplaine, in 2018 and it began with a dream to have less plastic in the world. After looking around their bathrooms and realizing how much plastic they owned, the sisters started thinking about how to change that and how to make it easy for others to do the same! ♻️
I’ve been a loyal customer for years and their shampoo is my personal favorite! There’s lots to love about the brand: rated 0 on Think Dirty, 1% for the Planet Member, Certified B Corp, made in the USA, woman-owned, carbon-neutral shipping…the list goes on.
They make refillable hair, skin, and body care: shampoo, conditioner, styling products, face wash, moisturizer, body wash, body lotion, face oil, hand wash, and toner. They even have unscented options without any essential oils if you’re sensitive or have allergies.
When you make your first purchase, you can request a pump. After that, you order a refill (which comes with a metal cap), send your empty bottle back, and reuse the pump. They actually cover the cost of return shipping too! Plaine also partners with dozens of zero waste bulk stores across the country for in-person refills. So great!

Tata Harper couldn’t find 100% natural products that were up to her impeccable standards of efficacy, quality, and purity. So she began her own company in 2010! It’s definitely a luxe brand but they manufacture everything in small batches on their Vermont farm and even grow many of their own organic ingredients which is super unique.
Three items from the line are reusable and you can purchase refill pods for the Water-Lock Moisturizer, Illuminating Eye Creme, and Restorative Eye Creme.
